Although it may appear counterintuitive, one of the most effective ways to address substance use disorder is through the establishment of clinics in which an individual can self-administer previously obtained controlled substances while under medical supervision. The success rate of these harm reduction clinics, which provide a safe place for individuals and access to rehabilitative and medical services, is extremely high; worldwide, these harm reduction clinics have prevented thousands of overdose deaths.
We testified in favor of legislation which will implement a pilot program for these clinics, and encouraged an amendment to statutorily provide clients, employees, volunteers, and other personnel protection from adverse law enforcement action while using the clinic. In order for individuals to truly use the clinics safely and securely, we stated that there must be additional provisions which ensure that law enforcement have no jurisdiction over the activities occurring within the center. Positively, this amendment was included, and the bill passed and was signed into law.
