The ACLU consistently opposes legislation that punish offenders through public shaming or humiliation. This legislation would do so by requiring the Department of Environmental Management to post on social media or the Internet the photos of offenders of wildlife protection statutes, which themselves are only misdemeanors. The harassment which could stem from such posting could inhibit an individual’s rehabilitative process and encourage public punishment beyond the penalties prescribed by law. We urged rejection of the legislation.
